1. A person can be unresponsive and unconscious, but still have a pulse and respirations. They would just require monitoring. If they loose respirations and/or pulse then you would begin CPR. 2. "If EMS arrives on the scene" that does not mean they are at patients side, ready to take over. You don't stop when you hear the siren and see the lights.
