Someone can be unconscious and unresponsive due to other things other than a cardiac arrest. Doing chest compressions on someone who has an active heartbeat is not indicated. Also the question regarding head injury is very nonspecific. They’re all levels of head injuries and minor head injuries do not require immediate activation of EMS
