Your number 7 and number 9 leave out critical info; just because a pt is unresponsive does not mean he doesn't have a pulse or isnt breathing; so the anser is not to give cpr unless those values exist; same with the ems arrival, just because they drove up doesnt mean theyve gotten to patient's side and that is interpreted vaguely.
